Fund Description: Vanguard Russell 3000 ETF is an exchange-traded index fund or Index ETF which is a separate investment portfolio of the Vanguard Scottsdale Fund, an investment management company. INVESTMENT OBJECTIVE: Vanguard Russell 3000 ETF seeks to track the performance of the Russell 3000 Index. INDEX DESCRIPTION: The Vanguard Russell 3000 Index represents approximately 98% of the U.S. equity market and comprises the 3,000 largest companies in the United States. The Index is constructed to provide a comprehensive, unbiased, and stable barometer of the broad market and is completely reconstituted annually to ensure new and growing equities are reflected. FUND STRATEGY: The Fund employs a passive management or indexing investment approach designed to track the performance of the Index. Indexing is an investment strategy using an unmanaged group of securities whose overall performance is used as a standard to measure the investment performance of a particular market. The Fund attempts to replicate the Index by investing all, or a representative sample, of its assets in the stocks that make up the Index, holding each stock in approximately the same proportion as its weighting in the Index. The Fund may temporarily depart from its normal investment policies and strategies when doing so is believed to be in the Fund’s best interest, so long as the alternative is consistent with the Fund’s investment objective. For instance, the Fund may invest beyond the normal limits in derivatives or ETFs that are consistent with the Fund’s objective when those instruments are more favorably priced or provide needed liquidity, as might be the case when the Fund receives large cash flows that it cannot prudently invest immediately. FUND MANAGEMENT: The Vanguard Group, Inc. serves as the investment advisor to the Fund.
