FUND DESCRIPTION: Van Kampen Trust for Investment Grade California Municipals is a diversified, closed-end management investment company. The Trust's investment objective is to provide a high level of current income exempt from federal and California income taxes, consistent with preservation of capital. The Trust will invest in a portfolio consisting substantially of California municipal obligations rated investment grade at the time of investment. The Fund's investment advisor is Van Kampen Investment Advisory Corp., now a subsidiary of Morgan Stanley (NYSE: MS).

Notes: Aug. 1, 2005 -- Van Kampen Asset Management announced today that the proposed reorganization of Van Kampen Trust for Investment Grade California Municipals (NYSE/CHX: VIC) into Van Kampen California Value Municipal Income Trust (NYSE/CHX: VCV) has been completed. In the reorganization, shareholders of VIC received newly issued shares of VCV. The conversion exchange rate (the rate by which one multiplies the amount of VIC common shares to determine the number of VCV common shares issued as part of the reorganization) was 0.958305, and the exchange ratio between preferred shares of VIC and preferred shares of VCV was one VIC preferred share into one VCV preferred share.
