FUND DESCRIPTION: VanEck Vectors Gulf States Index ETF, formerly Market Vectors - Gulf States Index ETF, is an exchange-traded index fund or Index ETF which is a separate investment portfolio of the VanEck Vectors ETF Trust, an open-ended investment management company. INVESTMENT OBJECTIVE: VanEck Vectors Gulf States Index ETF seeks to replicate as closely as possible, before fees and expenses, the price and yield performance of the Market Vectors GDP GCC Index, formerly Dow Jones GCC Titans 40 Index. INDEX DESCRIPTION: The Market Vectors GDP GCC Index, formerly Dow Jones GCC Titans 40 Index is a rules based index intended to give investors a means of tracking the overall performance of companies either headquartered in countries belonging to the GCC (Gulf Corporation Counsel) or generating the majority of their revenues in countries belonging to the GCC. The GCC Titans 40 Index is a modified capitalization weighted, float adjusted index comprised of publicly traded companies headquartered in the GCC, i.e., in Bahrain, Kuwait, Oman, Qatar, UAE and Saudi Arabia (if new countries are approved to the GCC, they will also be added to the Index) and companies generating the majority of their revenues in Bahrain, Kuwait, Oman, Qatar, UAE and Saudi Arabia (these markets have to be open for foreign investment in order to be eligible). Constituent stocks for the Index must have a market capitalization of greater than $100 million on a rebalancing date to be added to the Index. Stocks whose market capitalization falls below $75 million as of any rebalancing date will be deleted from the Index. Stocks must have a three-month average daily turnover greater than $1 million to be included in the Index. Only shares that trade on a recognized domestic or international stock exchange may qualify. The Index is calculated using a capitalization weighting methodology, adjusted for float, which is modified so as to ensure compliance with the diversification requirements of Subchapter M of the Internal Revenue Code. FUND STRATEGY: The Fund will normally invest at least 80% of its total assets in equity securities, which may include depositary receipts, of companies (i) belonging to the Gulf Corporation Counsel (the GCC), (ii) primarily listed on an exchange in countries belonging to the GCC or (iii) that generate at least 50% of their revenues in countries belonging to the GCC. Such companies may include small- and medium-capitalization companies. Countries belonging to the GCC may include Bahrain, Kuwait, Oman, Qatar, the United Arab Emirates and Saudi Arabia. The Fund, utilizes a passive or indexing investment approach, attempts to approximate the investment performance of the GCC Titans 40 Index by investing in a portfolio of securities that replicates the Index. Generally, the Fund will hold all of the securities that comprise the Index in proportion to their weightings in the Index. However, under various circumstances, it may not be possible or practicable to purchase all of those securities in these weightings. In these circumstances, the Fund may purchase a sample of securities in the Index. There also may be instances in which the Adviser may choose to overweight a security in the Index, purchase securities not in the Index that is believed appropriate to substitute for certain securities in the Index or utilize various combinations of other available investment techniques in seeking to replicate as closely as possible, before fees and expenses, the price and yield performance of the Index. The Fund may sell securities that are represented in the Index in anticipation of their removal from the Index or purchase securities not represented in the Index in anticipation of their addition to the Index. It is expected, that over time, the correlation between the Fund’s performance and that of the Index will be 95% or better. The Fund may also utilize derivative instruments, such as swaps, options, warrants, futures contracts, currency forwards (and convertible securities and structured notes), and participation notes to seek performance that corresponds to the Index. For these purposes, depositary receipts, derivative instruments and participation notes will count towards the 80% investment policy. FUND MANAGEMENT: Van Eck Associates Corporation serves as the adviser to the Fund and subject to the supervision of the Board of Trustees, will be responsible for the day-to-day investment management of the Fund.
