FUND DESCRIPTION: Morgan Stanley Global Opportunity Bond Fund, Inc. is an exchange-traded closed-end fund or a closed-end ETF which is officially described as a non-diversified, closed-end management investment company. INVESTMENT OBJECTIVE: The Fund's primary investment objective is to seek to produce high current income. The Fund's secondary objective is to seek capital appreciation. FUND STRATEGY: The Fund seeks to achieve its objective through investments primarily in high yield bonds of issuers located throughout the world, including U.S. issuers and issuers in emerging countries. Under normal circumstances, at least 65% of the Fund's assets will be invested in high yield bonds, including emerging markets debt. The Fund may also invest up to 35% of its total assets in high yielding instruments such as preferred stock. The Fund may leverage up to one-third of its assets. The Fund uses as its benchmark, for purpose of comparing its performance, a composite comprised of 50% of the J.P. Morgan Emerging Markets Bond Global Index, and 50% of the CS First Boston High Yield Index. However, the Fund's weightings in these asset classes is not restricted and will, under normal circumstances, fluctuate depending on market conditions. FUND MANAGEMENT: The Fund's investment advisor is Morgan Stanley Investment Advisors Inc. Morgan Stanley Investment Management is the asset management division of Morgan Stanley (NYSE: MS). Assets are managed by teams representing different MSIM legal entities with offices in New York, Philadelphia, Houston, Chicago, London, Tokyo, Amsterdam, Singapore and Mumbai.

MGB) (the “Fund”) today declared a dividend of $0.0823 per share of net investment income in
connection with the Reorganization of the Fund into Morgan Stanley Emerging Markets Debt
Fund, Inc. (NYSE:MSD). The Reorganization is expected to occur on or about January 29, 2010.
